It sounds like you might have been entered into the PAYG instalment system, even though your ABN wasn't actively used. The system can automatically generate PAYG instalments if you go over a certain threshold in any year where you've earned income using the ABN.
PAYG instalments are where you get billed to prepay part of your next tax return. This could happen if you previously earned income from your ABN and haven't kept up with your tax returns - the PAYG instalments would continue to be billed to that account.
To work out exactly what the debt is for and get it sorted, you'll need to contact our Lodge and Pay team. They can access your account and see what's happened. You can also cancel PAYG instalments via ATO online services if they're not needed.
